CHD's Relationship with Union County

  • The county spent years investing in CHD, and has a vested interest in our success.  See the CHD Story.
     

  • CHD reciprocated with developing an impressive continuum of care for residents.  No neighboring county, or like size county can compare with our integration efforts and quality.
     

  • In 1995, Union County "spun-off" CHD into a private non-profit corporation.  The county contracts with CHD, Inc. to perform state mandated, health authority functions, on behalf of the county; and, to provide an array of health and human services for its residents.
     

  • The county chose to utilize their Advisory Committee, and all of the state regulatory oversight activities, as a means of monitoring CHD's work on their behalf.
     

  • If the county kept the "authority" part of their contract with the state and chose to only contact-out specific services, they would need to hire more staff (a contracting department).  This would cost Union County taxpayers; or the money may be skimmed-off the state contracts to pay for this oversight.  The results would be less money available for direct services.
     

  • The county encouraged and is very aware that CHD has developed services and products beyond its mandates.  CHD has invested fees or any non-dedicated resources into research and development into new services.  Examples include: Temperament Talk ©.  outcome measurement systems and senior mental health.  All of these are related to our public mission and are put back into working for healthy communities.

In order to receive government funding, the Center for Human Development, Inc. The Center for Human Development, Inc. is a Tobacco-Free Zone.  Oregon law prohibits the use of all tobacco products in CHD buildings and on CHD property.
