The CHD Story
As we reflect on our organization's development this
past decade or two, we are rich in experience! CHD
emerged from a decade of consolidation within Union
County government, where public health, mental health,
alcohol and drug, and veterans services departments were
combined, to a thriving non-profit corporation working
in the public interest.
History
During the 1980's, the county commissioners realized
that an economy of scale could be created through
consolidation of county departments. David Still, Union
County's Health Administrator, and all of the CHD staff
at the time, thought and worked beyond the economics of
this situation. They created visions of "one-stop
shopping" and a continuum of care and services that
could be delivered, above what is publicly mandated.
Since 1991, CHD has weathered the tides of ballot
measures and various business ventures; the advent of
managed care and the turn over of HMO contracts;
privatization from county government; staff growth from
43 to approx. 100 employees; implementation of a team
management approach; quality improvements and learning
philosophies which embrace change; formation of a
provider-owned managed care company (Greater
Oregon Behavioral Health, Inc.-GOBHI); expansion
(and contraction) of various direct services; more
volume and diversity of consumers; and on and on.....
